This translation is of course, horrible. 乗員 means crew member. 艦内 means on the ship. And, 慰安 ian means solace / recreation / easement / amusement / consolation / comfort. 士気 means morale / spirit / will.
高揚 means raise / exalt / enhance / promote / uphold / uplift.
知識 means knowledge, acquaintance.
思想 means thought, idea, ideology.


So, basically, the crew members of the JAPANESE SPECIAL TRANSPORT SHIP YUKIKAZE published this Yukikaze Shinbun to help exchange thoughts and knowledge. They also wanted to raise the morale of the passengers onboard. And make the ship feel a bit more comfortable.
